The National Secretariat for Rehabilitation (SNR), provided for in paragraph 2 of Base VI of Law No º 6/71 of 28 February 1971, which laid the foundations for the rehabilitation and social integration of persons with disabilities, was established, under the Presidency of the Council of Ministers, on 20 August 1977 by the Decree-Law No º 346/77.

Since its inception, its mission has been to-if as instrument of the statefor the implementation of a national policy for the empowerment, rehabilitation and social integration of persons with disabilities, promoting and coordinating interventions in the fields of health, education, vocational training, employment and social inclusion, aligned cothe Constitution of the Portuguese Republic.

Forty-nine years later, the reality of people with disabilities, their families, representative organisations and Portuguese society itself is profoundly different from what existed in 1977. The progress achieved has been significant and is the result of collective engagement. who contributed for the construction of a more equitable e next.

In this process, it is important to recognize and thank the role played by workers and leaders who have passed for this public service, in its different organic structures, since the SNR, from the National Secretariat for the Rehabilitation and Integration of Persons with Disabilities and the National Institute for Rehabilitation, I.P., to the current Institute for the Rights of Persons with Disabilities, I.P. (IDiPD).
