A NOVA School of Law, Faculdade de Direito da Universidade NOVA de Lisboa, vai lançar a 1.ª edição da Pós-Graduação em Direito Tutelar Educativo, que decorrerá entre 21 de setembro e 9 de novembro de 2026, em regime online, através da plataforma Microsoft Teams. The NOVA School of Law, Faculty of Law of the NOVA University of Lisbon, will launch the 1.ª edition of the Post-Graduation in Educational Guardianship Law, which will take place between September 21 and November 9, 2026, online, through the Microsoft Teams platform. The initiative aims to fill an existing gap in this legal area, providing participants with a comprehensive view on the Educational Guardianship Right and promoting reflection and debate around the most relevant issues related to the rights of young people covered by the educational guardianship intervention. O Instituto para os Direitos das Pessoas com Deficiência, I.P., e o Turismo de Portugal, I.P. deliberaram atribuir a distinção "Festival Acessível" ao Festival MEO KALORAMA 2026, promovido pela LAST TOUR PORTUGAL, no âmbito do Programa Festivais Acessíveis 2026. O Instituto para os Direitos das Pessoas com Deficiência, IDiPD, participou no evento “LOADING – o 10.º Pedido de Pagamento carrega-se agora”, promovido pela Estrutura de Missão Recuperar Portugal, que decorreu no passado dia 28 de julho, na Fundação Champalimaud, em Lisboa.  A iniciativa reuniu entidades responsáveis pela execução do Plano de Recuperação e Resiliência (PRR), num momento de balanço dos resultados alcançados e de preparação da fase final da sua implementação, marcada pela apresentação do 10.º e último Pedido de Pagamento. Integrando o painel “Pessoas – Saúde e Coesão Social”, Sónia Esperto, Presidente do Conselho Diretivo do IDiPD, destacou o impacto dos investimentos financiados pelo PRR na promoção da qualidade de vida das pessoas com deficiência. Durante a sua intervenção, sublinhou a importância das medidas que visam criar respostas concretas para a autonomia de todas as pessoas, melhorar a acessibilidade em habitações e em vias públicas, e garantir a participação e proximidade nos serviços públicos, reafirmando o compromisso do Instituto com a construção de uma sociedade verdadeiramente inclusiva. Ao longo do evento, foram apresentados resultados e projetos desenvolvidos nas áreas da competitividade, habitação, mobilidade, coesão social, transição climática e digital, cultura, agricultura e floresta, demonstrando o impacto dos investimentos do PRR no território e na vida de todas as pessoas. The Institute for the Rights of Persons with Disabilities, IDiPD, participated in the event “LOADING – the 10.º Request for Payment is now loaded”, promoted by the Recuperar Portugal Mission Structure, which took place on 28 July at the Champalimaud Foundation in Lisbon. The initiative brought together entities responsible for the implementation of the Recovery and Resilience Plan (RRP), at a time of taking stock of the results achieved and preparing the final phase of its implementation, marked by the presentation of the 10.º and last Payment Request. As part of the ‘People – Health and Social Cohesion’ panel, Sónia Esperto, President of the IDiPD Steering Board, highlighted the impact of investments financed by the RRP on promoting the quality of life of people with disabilities. During his speech, he underlined the importance of measures aimed at creating concrete responses for the autonomy of all people, improving accessibility in housing and on public roads, and ensuring participation and proximity in public services, reaffirming the Institute’s commitment to building a truly inclusive society. Throughout the event, results and projects developed in the areas of competitiveness, housing, mobility, social cohesion, climate and digital transition, culture, agriculture and forestry were presented, demonstrating the impact of the RRP’s investments on the territory and on the lives of all people. Por Despacho n.º 9472-A/2026, publicado em Diário da República, 2ª série, n.º 143 de 27 de julho de 2026, foi aprovado o 1.º Aviso de Abertura de Candidaturas ao PROCOOP de 2026, destinado às entidades do setor social e solidário que desenvolvam, ou pretendam desenvolver, respostas sociais integradas na Rede de Serviços e Equipamentos Sociais (RSES), com vista à celebração de novos acordos de cooperação ou à revisão dos acordos em vigor, para as seguintes respostas sociais: Estrutura Residencial para Pessoas Idosas (ERPI) Centro de Dia Serviço de Apoio Domiciliário (SAD) Lar Residencial Residência de Autonomização e Inclusão (RAI) Centro de Apoio à Vida – Atendimento Centro de Apoio à Vida – Atendimento e Acolhimento A celebração de novos acordos de cooperação, bem como a revisão de acordos de cooperação, estão isentas do procedimento de candidatura ao PROCOOP para algumas respostas sociais, tais como o Serviço de Apoio à Vida Independente (SAVI), disponibilizado pelos Centros de Apoio à Vida Independente, a resposta através da qual se materializa o Modelo de Apoio à Vida Independente (MAVI), atualmente ao abrigo da Portaria n.º 415/2023, de 7 de dezembro . As entidades que pretendam disponibilizar a resposta social SAVI, através da criação de novos CAVI, deverão garantir o seu reconhecimento enquanto CAVI junto do IDiPD, I.P.. Poderão constituir-se como CAVI as entidades que tenham natureza de Organização Não Governamental das Pessoas com Deficiência (ONGPD) e estatuto de instituição particular de solidariedade social (IPSS).    As referidas candidaturas estarão abertas entre 30 de julho e 14 de agosto de 2026. By Order No º 9472-A/2026, published in the Official Gazette, 2ª Series, No º 143 of 27 July 2026, the 1.º Notice of Opening of Applications for PROCOOP 2026 was approved, for entities in the social and solidarity sector that develop, or intend to develop, social responses integrated into the Social Services and Equipment Network (RSES), with a view to concluding new cooperation agreements or revising existing agreements, for the following social responses: Residential Structure for the Elderly (ERPI) Day Center Home Support Service (SAD) Residential Home Residence of Autonomization and Inclusion (RAI) Life Support Centre – Helpdesk Centre for Life Support – Care and Reception The conclusion of new cooperation agreements, as well as the revision of cooperation agreements, are exempted from the PROCOOP application procedure for some social responses, such as the Independent Living Support Service (SAVI), provided by the Support Centres for Independent Living, the response through which the Support Model for Independent Living (MAVI), currently under the Ministerial Implementing Order No 415/2023 of 7 December 2023 . Entities wishing to provide the SAVI social response, through the creation of new CAVIs, must ensure their recognition as CAVIs with the IDiPD, I.P. Entities that have the nature of a Non-Governmental Organization of Persons with Disabilities (NGDO) and the status of a private social solidarity institution (IPSS) may be constituted as CAVI. O Instituto para os Direitos das Pessoas com Deficiência, I.P. (IDiPD, I.P.) participou, na qualidade de membro e representante nacional de Portugal no Programa Ibero-Americano sobre os Direitos das Pessoas com Deficiência (PID), na sessão de lançamento do Observatório Ibero-Americano sobre Deficiência e Mercado de Trabalho, uma iniciativa promovida pelo Grupo Social ONCE, através da Fundación ONCE para a América Latina (FOAL), em parceria com o Banco Interamericano de Desenvolvimento (BID Lab), a Organização Ibero-Americana de Segurança Social (OISS) e o Programa Ibero-Americano sobre os Direitos das Pessoas com Deficiência (PID). O novo Observatório constitui uma plataforma de âmbito regional destinada a reforçar a produção, harmonização e divulgação de dados estatísticos sobre deficiência e mercado de trabalho, disponibilizando informação comparável que permita apoiar a definição de políticas públicas baseadas em evidência, promover a inclusão laboral das pessoas com deficiência e fortalecer a cooperação entre os países ibero-americanos. Durante a sessão foi amplamente reconhecido que a disponibilidade de dados fiáveis, atualizados e comparáveis constitui um instrumento essencial para monitorizar a implementação da Convenção das Nações Unidas sobre os Direitos das Pessoas com Deficiência e desenvolver políticas públicas mais eficazes e orientadas para resultados. Entre os principais intervenientes destacaram-se Sabina Lobato, da Fundación ONCE, que apresentou a experiência do Observatório ODISMET como referência na monitorização da inclusão laboral; Jesús Martín Blanco, Presidente do Programa Ibero-Americano sobre os Direitos das Pessoas com Deficiência (PID), que evidenciou a importância da produção de conhecimento científico para a definição de políticas públicas e apresentou os desenvolvimentos do projeto do futuro Cartão Ibero-Americano da Deficiência; Gina Magnolia Riaño Barón, Secretária-Geral da Organização Ibero-Americana de Segurança Social (OISS), que abordou os desafios da proteção social e da informalidade laboral; e Nadine Gasman, especialista do Banco Interamericano de Desenvolvimento (BID), que destacou a necessidade de reforçar a qualidade, harmonização e desagregação dos dados estatísticos para melhor identificar desigualdades e orientar políticas públicas inclusivas. Entre os temas em destaque estiveram a harmonização internacional dos indicadores sobre deficiência, a melhoria dos sistemas de informação estatística, a promoção do emprego inclusivo, o combate à discriminação múltipla — com especial enfoque nas mulheres com deficiência —, o reforço da proteção social e da cooperação regional, bem como o desenvolvimento do futuro Cartão Ibero-Americano da Deficiência, iniciativa estratégica do PID destinada a facilitar o reconhecimento da condição de deficiência e a mobilidade das pessoas com deficiência entre os países participantes. A participação do IDiPD, I.P. neste evento, enquanto representante nacional de Portugal no PID, reafirma o compromisso do Instituto com o reforço da cooperação ibero-americana e com a promoção de políticas públicas assentes em evidência, contribuindo para a implementação da Convenção das Nações Unidas sobre os Direitos das Pessoas com Deficiência e para a construção de sociedades mais inclusivas.   The Institute for the Rights of Persons with Disabilities, I.P. (IDiPD, I.P.) participated, as a member and national representative of Portugal in the Ibero-American Program on the Rights of Persons with Disabilities (PID), in the launch session of the Ibero-American Observatory on Disability and the Labour Market, an initiative promoted by the ONCE Social Group, through the ONCE Foundation for Latin America (FOAL), in partnership with the Inter-American Development Bank (BID Lab), the Ibero-American Social Security Organization (OISS) and the Ibero-American Program on the Rights of Persons with Disabilities (PID). The new Observatory is a regional platform aimed at strengthening the production, harmonisation and dissemination of statistical data on disability and the labour market, providing comparable information to support evidence-based public policy-making, promote the labour inclusion of persons with disabilities and strengthen cooperation between Ibero-American countries. During the session it was widely recognised that the availability of reliable, up-to-date and comparable data is an essential tool to monitor the implementation of the UN Convention on the Rights of Persons with Disabilities and to develop more effective and result-oriented public policies. Among the main stakeholders were Sabina Lobato, from the ONCE Foundation, who presented the experience of the ODISMET Observatory as a reference in monitoring labour inclusion; Jesús Martín Blanco, President of the Ibero-American Program on the Rights of Persons with Disabilities (PID), who highlighted the importance of producing scientific knowledge for the definition of public policies and presented the developments of the future Ibero-American Disability Card project; Gina Magnolia Riaño Barón, Secretary-General of the Ibero-American Social Security Organisation (OISS), who addressed the challenges of social protection and labour informality; and Nadine Gasman, an expert at the Inter-American Development Bank (IDB), who highlighted the need to enhance the quality, harmonisation and disaggregation of statistical data to better identify inequalities and guide inclusive public policies. Topics highlighted included the international harmonisation of disability indicators, the improvement of statistical information systems, the promotion of inclusive employment, the fight against multiple discrimination – with a particular focus on women with disabilities –, the strengthening of social protection and regional cooperation, as well as the development of the future Ibero-American Disability Card, a strategic initiative of the IDP aimed at facilitating the recognition of disability status and the mobility of persons with disabilities between participating countries. The participation of IDiPD, I.P. in this event, as Portugal's national representative in the IDP, reaffirms the Institute's commitment to strengthening Ibero-American cooperation and promoting evidence-based public policies, contributing to the implementation of the United Nations Convention on the Rights of Persons with Disabilities and to building more inclusive societies.
