Promote the implementation of public policies on the rights of persons with disabilities, in compliance with the principle of equality and the prohibition of discrimination, ensuring that persons with disabilities can fully develop their rights in accordance with the Constitution, the Convention on the Rights of Persons with Disabilities and the law, creating conditions that can guarantee their participation and the improvement of the quality of life;

b) Coordinate the implementation of the Convention on the Rights of Persons with Disabilities, articulating with the sectoral competent bodies;

c) Participate in the definition of the management of public policies relevant to the inclusion of persons with disabilities and their families;

d) Participate, by determination of the members of the Government responsible for the areas of work, solidarity and social security, and foreign affairs, in the implementation of the international cooperation policy of the Portuguese State in the field of the rights of persons with disabilities;

e) Ensure and collaborate in the implementation of technical standards of universal accessibility, namely through the promotion of actions for the dissemination of good practices and the promotion of actions that promote more and better accessibility for all;

f) Carry out surveillance actions and audits necessary to comply with the legislation in force;

g) Promote and ensure the development of the Support Model for Independent Living, through the implementation of measures;

h) Collaborate in the implementation and monitoring of the National Early Childhood Intervention System;

i) Coordinate the Support Product Allocation System;

j) Promote the preparation and implementation of a multi-annual strategy for the inclusion of persons with disabilities that addresses the critical areas of priority, implementation tools and forms of evaluation;

to ensure, as an intermediate body, the management of Community programmes;

l) Support non-governmental organizations of persons with disabilities and assess the respective impacts of intervention, as well as compliance with what is established under the law;

encourage research, innovation and development programmes in the area of the rights of persons with disabilities;

n) Carry out certified training, as a training entity in the area of the rights of persons with disabilities;

o) Ensure the training and empowerment of the various social agents in order to promote the inclusion of persons with disabilities;

p) Boosting information, awareness-raising and participation in the proactive perspective of promoting the inclusion of persons with disabilities;

q) Promote and ensure care, information and referral to persons with disabilities and their families, public and private entities;

r) Promote the evaluation of the impact and quality of projects and measures with the aim of greater inclusion of persons with disabilities;

s) Encourage the adoption of measures aimed at improving and simplifying the responsiveness of public services;

t) Ensure the collection, processing and dissemination of information of a statistical nature related to persons with disabilities;

u) Collaborate and participate in the establishment of public and private relations and partnerships in the field of inclusion, rights and development;

issue opinions on accessibility standards in areas relating to the promotion of the inclusion of persons with disabilities;

w) Promote and enhance the preparation of studies and planning documents to support policy decision-making in the area of inclusion of persons with disabilities;

x) Promote actions that facilitate the participation of persons with disabilities in all life contexts on an equal basis with other citizens;

publicly recognise entities and persons adopting or following examples of good practice in promoting the inclusion of persons with disabilities;

draw up general recommendations for good practice in promoting the inclusion of persons with disabilities, in particular in the provision of public or private services;

(aa) cooperate with international, Community and other foreign counterpart organisations with a view to participating in the broad guidelines on the inclusion of persons with disabilities and promoting their implementation at national level;

bb) To ensure the investigation of administrative offence proceedings assigned to it by law;

(cc) collect revenues resulting from the implementation of legislation on the rights of persons with disabilities;

dd) Pursue the other powers conferred on it by law.
