O Instituto para os Direitos das Pessoas com Deficiência (IDiPD), promoveu o II Encontro de Jovens “Ser Cool, Ser Inclusão!” , reunindo crianças, jovens, representantes institucionais e organizações da sociedade civil, com o objetivo de reforçar a participação ativa das pessoas com deficiência na construção de políticas e práticas inclusivas.  A iniciativa decorreu no Agrupamento de Escolas Terras de Larus, no concelho do Seixal, no dia 25 de maio, com a presença de Clara Marques Mendes, Secretária de Estado da Ação Social e da Inclusão.  Na sessão de abertura foi destacada a importância da escola enquanto espaço fundamental para a inclusão, sendo sublinhado o papel das instituições educativas na promoção da igualdade de oportunidades e na construção de percursos autónomos para todos os alunos.   As intervenções institucionais reforçaram a necessidade de políticas públicas integradas, com especial enfoque na continuidade das respostas após a escolaridade obrigatória, na promoção da vida independente e no reforço da articulação entre educação, ação social e mercado de trabalho.   Foi igualmente salientado o compromisso das entidades públicas na melhoria das respostas de apoio, nomeadamente no alargamento da assistência pessoal e na operacionalização de medidas de educação inclusiva.   O programa integrou várias mesas redondas que colocaram crianças e jovens no centro da reflexão.  Na mesa dedicada à inclusão na escola , os participantes partilharam experiências sobre acessibilidade, barreiras físicas e sociais, bullying e a importância de recursos como intérpretes de Língua Gestual Portuguesa. Foram identificadas necessidades concretas, como a melhoria das condições de acessibilidade (rampas, elevadores) e o reforço de apoios especializados.   Na mesa sobre estudo e trabalho , foram apresentados percursos de vida que evidenciam desafios e conquistas no acesso à formação e ao emprego. Os testemunhos realçaram a importância de oportunidades reais, acompanhamento adequado e valorização das capacidades individuais como condições essenciais para uma inclusão efetiva.   Já na mesa sobre projetos e iniciativas inclusivos , foram partilhadas experiências inovadoras nas áreas da comunicação, educação e participação cívica, evidenciando o contributo ativo das pessoas com deficiência na transformação da sociedade.  O II Encontro evidenciou que persistem desafios significativos, nomeadamente ao nível da acessibilidade, da adequação das respostas educativas e da transição para a vida adulta. Ainda assim, foi consensual que a evolução depende da participação ativa das próprias pessoas com deficiência e da colaboração entre todos os atores da sociedade.   As conclusões reforçaram a importância de criar mais espaços de escuta e diálogo, garantindo que as vozes das crianças e dos jovens contribuem efetivamente para a definição de políticas públicas e para a construção de uma sociedade mais inclusiva.  No encerramento, foi sublinhado que a inclusão não depende exclusivamente das decisões políticas, mas de um compromisso coletivo que envolve instituições, profissionais, famílias e a comunidade em geral.   O II Encontro de Jovens “Ser Cool, Ser Inclusão!” afirmou-se, assim, como um momento relevante de cidadania ativa, reforçando o papel das crianças e dos jovens como agentes de mudança na promoção dos direitos das pessoas com deficiência.  Aceda ao registo fotográfico,  AQUI   The Institute for the Rights of Persons with Disabilities (IDiPD) II Youth Meeting “Be Cool, Be Inclusive!” , bringing together children, young people, institutional representatives and civil society organisations, with the aim of enhancing the active participation of persons with disabilities in building inclusive policies and practices. The initiative took place at the Lands of Larus School Group, in the municipality of Seixal, on May 25, with the presence of Clara Marques Mendes, Secretary of State for Social Action and Inclusion. The opening session highlighted the importance of the school as a fundamental space for inclusion, underlining the role of educational institutions in promoting equal opportunities and building autonomous pathways for all students. The institutional interventions reinforced the need for integrated public policies, with a particular focus on the continuity of responses after compulsory schooling, the promotion of independent living and the strengthening of the link between education, social action and the labour market. The commitment of public authorities to improving support responses, including the extension of personal assistance and the operationalisation of inclusive education measures, was also highlighted. The programme included several round tables that put children and young people at the centre of the reflection. At the table dedicated to inclusion in school , participants shared experiences on accessibility, physical and social barriers; bullying and the importance of resources as Portuguese Sign Language interpreters. Concrete needs have been identified, such as improving accessibility conditions (ramps, lifts) and reinforcing specialised support. On the table on study and work , life paths that highlight challenges and achievements in access to training and employment were presented. The testimonies highlighted the importance of real opportunities, adequate monitoring and appreciation of individual capacities as essential conditions for effective inclusion. Already at the table on inclusive projects and initiatives , innovative experiences were shared in the areas of communication, education and civic participation, highlighting the active contribution of persons with disabilities to the transformation of society. The II Meeting highlighted that significant challenges persist, particularly in terms of accessibility, the adequacy of educational responses and the transition to adulthood. Still, there was consensus that evolution depends on the active participation of persons with disabilities themselves and on collaboration between all actors in society. The conclusions reinforced the importance of creating more spaces for listening and dialogue, ensuring that the voices of children and young people effectively contribute to shaping public policies and building a more inclusive society. At the closure, it was stressed that inclusion does not depend exclusively on political decisions, but on a collective commitment involving institutions, professionals, families and the wider community. The II Youth Meeting “Being Cool, Being Inclusion!” was thus affirmed as a relevant moment of active citizenship, reinforcing the role of children and young people as agents of change in promoting the rights of persons with disabilities. A FPDD vem por este convidar à participação no Bootcamp Inclusivo de Águeda,integrado no Projeto CPDAI, a realizar nos dias 3,4 e 5 julho em parceria com a Associação Hugo Costa. O Bootcamp afirma-se como um laboratório de inclusão, onde se experimentamsoluções concretas que podem ser replicadas noutros territórios. Pretende-se capacitar pessoas com deficiência e as suas redes de apoio, testar soluções reais de acesso ao desporto, sensibilizar técnicos e entidades para a inclusão e, promover a cooperação entre organizações locais e nacionais. A realização desta iniciativa em Águeda representa uma oportunidade estratégica para afirmar o território como uma referência na promoção da inclusão através do desporto,envolvendo ativamente a comunidade local, os serviços municipais e as estruturas de apoio à vida independente. O Instituto Nacional para a Reabilitação, I.P. (INR), enquanto representante nacional, participou na reunião anual da Disability Platform, promovida pela Comissão Europeia, que decorreu no dia 8 de maio de 2026, em Limassol, Chipre, sob a Presidência Cipriota do Conselho da União Europeia. Os trabalhos centraram-se nas prioridades das Presidências cipriota e da próxima Presidência irlandesa do Conselho da União Europeia em matéria de deficiência. A Presidência Cipriota sublinhou a importância da inclusão social, da autonomia e dos serviços de apoio baseados na comunidade, em conformidade com a Convenção das Nações Unidas sobre os Direitos das Pessoas com Deficiência. Já a futura Presidência Irlandesa apresentou como prioridades a promoção de tecnologias digitais acessíveis, a integração da inteligência artificial, o emprego das pessoas com deficiência e o reforço do envolvimento da sociedade civil na definição de políticas públicas. Durante a reunião, a Comissão Europeia apresentou igualmente a Comunicação “ Enhanced Strategy for the Rights of Persons with Disabilities up to 2030 ”, adotada em maio de 2026, que reforça a implementação efetiva dos direitos das pessoas com deficiência na União Europeia. A estratégia mantém como prioridades a acessibilidade, o emprego e a vida independente, introduzindo ainda novos eixos estratégicos relacionados com tecnologias assistivas, transportes acessíveis, participação democrática e monitorização reforçada da aplicação da Convenção das Nações Unidas sobre os Direitos das Pessoas com Deficiência. No âmbito do debate entre Estados-Membros e organizações da sociedade civil, foi destacada a necessidade de reforçar os mecanismos de implementação e monitorização das políticas públicas, assegurar uma utilização adequada dos fundos europeus em conformidade com os princípios da vida independente e promover a participação significativa das pessoas com deficiência nos processos de decisão. Foram igualmente debatidas questões relacionadas com avaliação da deficiência, saúde mental, recolha de dados estatísticos desagregados e reconhecimento das deficiências invisíveis, progressivas e flutuantes, bem como a implementação do Cartão Europeu de Deficiência. A reunião incluiu igualmente a preparação da 19.ª Conferência dos Estados-Partes da Convenção das Nações Unidas sobre os Direitos das Pessoas com Deficiência (COSP), a realizar em junho de 2026, em Nova Iorque. Como conclusão, foi salientado que a política europeia em matéria de deficiência continuará a assumir um caráter transversal, permanecendo integrada em iniciativas sociais mais amplas da União Europeia, nomeadamente no futuro " Care Deal " e o " Job Quality Act ", reforçando a promoção da inclusão, da autonomia e da qualidade de vida das pessoas com deficiência.   The Institute for the Rights of Persons with Disabilities, I.P. (INR), as national representative, participated in the annual meeting of the Disability Platform, promoted by the European Commission, which took place on 8 May 2026 in Limassol, Cyprus, under the Cyprus Presidency of the Council of the European Union. Work focused on the priorities of the Cyprus Presidencies and the incoming Irish Presidency of the Council of the European Union on disability. The Cyprus Presidency underlined the importance of social inclusion, autonomy and community-based support services in line with the UN Convention on the Rights of Persons with Disabilities. The incoming Irish Presidency has already put forward as priorities the promotion of accessible digital technologies, the integration of artificial intelligence, the employment of persons with disabilities and the strengthening of civil society involvement in public policy-making. During the meeting, the European Commission also presented the Communication “ Enhanced Strategy for the Rights of Persons with Disabilities up to 2030 ”, adopted in May 2026, strengthening the effective implementation of the rights of persons with disabilities in the European Union. The strategy maintains accessibility, employment and independent living as priorities, and introduces new strategic axes related to assistive technologies, accessible transport, democratic participation and enhanced monitoring of the implementation of the UN Convention on the Rights of Persons with Disabilities. Discussions between Member States and civil society organisations highlighted the need to strengthen mechanisms for implementing and monitoring public policies, to ensure an appropriate use of European funds in line with the principles of independent living and to promote the meaningful participation of persons with disabilities in decision-making processes. Issues related to disability assessment, mental health, collection of disaggregated statistical data and recognition of invisible, progressive and fluctuating disabilities, as well as the implementation of the European Disability Card were also discussed. The meeting also included the preparation of the 19th ª Conference of States Parties to the United Nations Convention on the Rights of Persons with Disabilities (COSP), to be held in June 2026 in New York. In conclusion, it was stressed that European disability policy will continue to have a cross-cutting character and remain embedded in broader social initiatives of the European Union, notably in the future " Care Deal " and the " Job Quality Act ", enhancing the promotion of the inclusion, autonomy and quality of life of persons with disabilities.

Nos dias 22 e 29 de maio, realizaram-se as últimas sessões do Final Policy Making Online Event do projeto europeu UNITY – Uniting Networks for Inclusive Democracy and Empowerment, que reuniu participantes de vários países com o objetivo de promover a participação das pessoas com deficiência intelectual na definição de políticas públicas. O evento destacou-se pela abordagem participativa e inclusiva, envolvendo pessoas com deficiência, profissionais e organizações da sociedade civil, e promovendo o debate sobre direitos, inclusão, acessibilidade e participação. O Instituto para os Direitos das Pessoas com Deficiência (IDiPD) esteve presente nas duas sessões, contribuindo para a reflexão e partilha de experiências no âmbito da promoção de políticas públicas mais inclusivas. Ao longo das sessões, foram abordados temas centrais para a inclusão das pessoas com deficiência intelectual, nomeadamente os direitos à parentalidade, às relações afetivas e à autodeterminação, o acesso à saúde, educação e informação em formatos acessíveis, bem como a importância da educação sexual e da prevenção da violência. Foram igualmente discutidos desafios estruturais, como a persistência de barreiras na comunicação, a necessidade de maior articulação entre serviços e os obstáculos à participação em contextos internacionais. Em paralelo, destacou-se a relevância da capacitação dos auto‑representantes (self-advocates), da sustentabilidade das iniciativas de participação e da promoção de abordagens centradas na pessoa, que reforcem a autonomia, a inclusão e o exercício pleno de direitos. A iniciativa reforçou, assim, a importância da participação ativa das pessoas com deficiência na construção de políticas públicas, bem como a necessidade de continuar a investir em práticas e modelos mais inclusivos. On 22 and 29 May, the last sessions of the Final Policy Making Online Event of the European project UNITY – Uniting Networks for Inclusive Democracy and Empowerment were held, bringing together participants from various countries with the aim of promoting the participation of people with intellectual disabilities in public policy-making. The event stood out for its participatory and inclusive approach, involving persons with disabilities, professionals and civil society organisations, and promoting the debate on rights, inclusion, accessibility and participation. The Institute for the Rights of Persons with Disabilities (IDiPD) attended both sessions, contributing to the reflection and sharing of experiences in the promotion of more inclusive public policies. During the sessions, central themes for the inclusion of persons with intellectual disabilities were addressed, namely the rights to parenthood, affective relationships and self-determination, access to health, education and information in accessible formats, as well as the importance of sex education and the prevention of violence. Structural challenges were also discussed, such as the persistence of barriers in communication, the need for more articulation between services and barriers to participation in international contexts. At the same time, the relevance of the training of self-representatives (self-advocates), the sustainability of participation initiatives and the promotion of person-centred approaches that strengthen autonomy, inclusion and the full exercise of rights were highlighted. The initiative thus reinforced the importance of the active participation of persons with disabilities in public policy-making, as well as the need to further invest in more inclusive practices and models.

A ARTE - Agência para a Reforma Tecnológica do Estado, I.P. irá dinamizar a 4ª edição do Acessibilidade Digital Challenge, desta vez particularmente dirigida às Organizações Não Governamentais das Pessoas com Deficiência (ONGPD), e muito nos honraria poder contar com o vosso apoio na difusão desta mensagem junto destas entidades. O Acessibilidade Digital Challenge é um programa formativo de 8 dias úteis, alinhado com a legislação sobre acessibilidade digital em vigor em Portugal (Decreto-Lei n.º 83/2018, de 19 de outubro que transpõe para a ordem jurídica interna a Diretiva (UE) 2016/2102, do Parlamento Europeu e do Conselho, de 26 de outubro de 2016, relativa à acessibilidade INR: E-INR/9833/2026 DATA: 22-05-2026 dos sítios web e das aplicações móveis de organismos do setor público). O mesmo disponibiliza os conteúdos formativos e suporte necessário para obter a Declaração de Acessibilidade Plenamente Conforme para o sítio web da sua entidade.
