O Instituto para os Direitos das Pessoas com Deficiência, I.P. (IDiPD, I.P.) participou, na qualidade de membro e representante nacional de Portugal no Programa Ibero-Americano sobre os Direitos das Pessoas com Deficiência (PID), na sessão de lançamento do Observatório Ibero-Americano sobre Deficiência e Mercado de Trabalho, uma iniciativa promovida pelo Grupo Social ONCE, através da Fundación ONCE para a América Latina (FOAL), em parceria com o Banco Interamericano de Desenvolvimento (BID Lab), a Organização Ibero-Americana de Segurança Social (OISS) e o Programa Ibero-Americano sobre os Direitos das Pessoas com Deficiência (PID). O novo Observatório constitui uma plataforma de âmbito regional destinada a reforçar a produção, harmonização e divulgação de dados estatísticos sobre deficiência e mercado de trabalho, disponibilizando informação comparável que permita apoiar a definição de políticas públicas baseadas em evidência, promover a inclusão laboral das pessoas com deficiência e fortalecer a cooperação entre os países ibero-americanos. Durante a sessão foi amplamente reconhecido que a disponibilidade de dados fiáveis, atualizados e comparáveis constitui um instrumento essencial para monitorizar a implementação da Convenção das Nações Unidas sobre os Direitos das Pessoas com Deficiência e desenvolver políticas públicas mais eficazes e orientadas para resultados. Entre os principais intervenientes destacaram-se Sabina Lobato, da Fundación ONCE, que apresentou a experiência do Observatório ODISMET como referência na monitorização da inclusão laboral; Jesús Martín Blanco, Presidente do Programa Ibero-Americano sobre os Direitos das Pessoas com Deficiência (PID), que evidenciou a importância da produção de conhecimento científico para a definição de políticas públicas e apresentou os desenvolvimentos do projeto do futuro Cartão Ibero-Americano da Deficiência; Gina Magnolia Riaño Barón, Secretária-Geral da Organização Ibero-Americana de Segurança Social (OISS), que abordou os desafios da proteção social e da informalidade laboral; e Nadine Gasman, especialista do Banco Interamericano de Desenvolvimento (BID), que destacou a necessidade de reforçar a qualidade, harmonização e desagregação dos dados estatísticos para melhor identificar desigualdades e orientar políticas públicas inclusivas. Entre os temas em destaque estiveram a harmonização internacional dos indicadores sobre deficiência, a melhoria dos sistemas de informação estatística, a promoção do emprego inclusivo, o combate à discriminação múltipla — com especial enfoque nas mulheres com deficiência —, o reforço da proteção social e da cooperação regional, bem como o desenvolvimento do futuro Cartão Ibero-Americano da Deficiência, iniciativa estratégica do PID destinada a facilitar o reconhecimento da condição de deficiência e a mobilidade das pessoas com deficiência entre os países participantes. A participação do IDiPD, I.P. neste evento, enquanto representante nacional de Portugal no PID, reafirma o compromisso do Instituto com o reforço da cooperação ibero-americana e com a promoção de políticas públicas assentes em evidência, contribuindo para a implementação da Convenção das Nações Unidas sobre os Direitos das Pessoas com Deficiência e para a construção de sociedades mais inclusivas.   The Institute for the Rights of Persons with Disabilities, I.P. (IDiPD, I.P.) participated, as a member and national representative of Portugal in the Ibero-American Program on the Rights of Persons with Disabilities (PID), in the launch session of the Ibero-American Observatory on Disability and the Labour Market, an initiative promoted by the ONCE Social Group, through the ONCE Foundation for Latin America (FOAL), in partnership with the Inter-American Development Bank (BID Lab), the Ibero-American Social Security Organization (OISS) and the Ibero-American Program on the Rights of Persons with Disabilities (PID). The new Observatory is a regional platform aimed at strengthening the production, harmonisation and dissemination of statistical data on disability and the labour market, providing comparable information to support evidence-based public policy-making, promote the labour inclusion of persons with disabilities and strengthen cooperation between Ibero-American countries. During the session it was widely recognised that the availability of reliable, up-to-date and comparable data is an essential tool to monitor the implementation of the UN Convention on the Rights of Persons with Disabilities and to develop more effective and result-oriented public policies. Among the main stakeholders were Sabina Lobato, from the ONCE Foundation, who presented the experience of the ODISMET Observatory as a reference in monitoring labour inclusion; Jesús Martín Blanco, President of the Ibero-American Program on the Rights of Persons with Disabilities (PID), who highlighted the importance of producing scientific knowledge for the definition of public policies and presented the developments of the future Ibero-American Disability Card project; Gina Magnolia Riaño Barón, Secretary-General of the Ibero-American Social Security Organisation (OISS), who addressed the challenges of social protection and labour informality; and Nadine Gasman, an expert at the Inter-American Development Bank (IDB), who highlighted the need to enhance the quality, harmonisation and disaggregation of statistical data to better identify inequalities and guide inclusive public policies. Topics highlighted included the international harmonisation of disability indicators, the improvement of statistical information systems, the promotion of inclusive employment, the fight against multiple discrimination – with a particular focus on women with disabilities –, the strengthening of social protection and regional cooperation, as well as the development of the future Ibero-American Disability Card, a strategic initiative of the IDP aimed at facilitating the recognition of disability status and the mobility of persons with disabilities between participating countries. The participation of IDiPD, I.P. in this event, as Portugal's national representative in the IDP, reaffirms the Institute's commitment to strengthening Ibero-American cooperation and promoting evidence-based public policies, contributing to the implementation of the United Nations Convention on the Rights of Persons with Disabilities and to building more inclusive societies.

O Instituto para os Direitos das Pessoas com Deficiência participou, no dia 8 de julho, no PIONEER Festival, realizado no Iscte e dedicado ao tema “Responder aos desafios societais urbanos” . O Iscte é uma das dez instituições de ensino superior que integram a Aliança Universitária Europeia PIONEER. A Aliança procura aproximar universidades, parceiros locais e redes internacionais para desenvolver respostas a  problemas concretos das cidades e das pessoas que nelas vivem . O trabalho assenta na colaboração, na partilha de conhecimento e na criação conjunta de soluções com impacto nos territórios. Ao longo do Festival foram apresentados projetos nas áreas da habitação, dos cuidados na demência, da resiliência urbana, da mobilidade internacional e do empreendedorismo académico. Algumas iniciativas deram especial atenção às pessoas com deficiência, às pessoas idosas e a outros grupos em situação de vulnerabilidade, incluindo a necessidade de garantir respostas acessíveis e adequadas perante riscos e situações de emergência. A participação do IDiPD, IP permitiu conhecer melhor as iniciativas desenvolvidas no âmbito da PIONEER e identificar áreas de possível colaboração com o Iscte, nomeadamente na acessibilidade, habitação, mobilidade, autonomia, inclusão digital e resposta a situações de risco. As formas concretas de colaboração e cooperação encontram-se ainda em fase de discussão e definição. Esta ligação poderá contribuir para desenvolver iniciativas mais próximas dos problemas vividos pelas pessoas com deficiência, juntando conhecimento científico, experiência institucional e participação das próprias pessoas e das suas organizações.   The Institute for the Rights of Persons with Disabilities participated, on July 8, in the PIONEER Festival, held at Iscte and dedicated to the theme “Addressing urban societal challenges” . Iscte is one of the ten higher education institutions that are part of the European University Alliance PIONEER. The Alliance seeks to bring together universities, local partners and international networks to develop replies to concrete problems of cities and the people who live in them . The work is based on collaboration, knowledge sharing and the joint creation of solutions with an impact on the territories. Throughout the Festival, projects were presented in the areas of housing, dementia care, urban resilience, international mobility and academic entrepreneurship. Some initiatives have paid particular attention to persons with disabilities, older persons and other groups in vulnerable situations, including the need to ensure accessible and adequate responses to risks and emergencies. The participation of IDiPD, IP allowed to know better the initiatives developed within the scope of PIONEER and identify areas of possible collaboration with Iscte, namely in accessibility, housing, mobility, autonomy, digital inclusion and response to risk situations. Concrete forms of collaboration and cooperation are still under discussion and definition. This link could help develop initiatives closer to the problems experienced by people with disabilities, bringing together scientific knowledge, institutional experience and the participation of people themselves and their organisations.

O Conselho EPSCO, reunido em 29 de junho de 2026, no Luxemburgo, adotou um conjunto de conclusões e promoveu debates sobre temas centrais da agenda social europeia, entre os quais o combate à ciberviolência contra as raparigas, o acesso a habitação adequada e a preços acessíveis, a implementação da Estratégia da UE de Combate à Pobreza, a coordenação dos sistemas de segurança social e a qualidade do emprego.   As decisões e orientações adotadas reforçam o compromisso da União Europeia com a promoção da igualdade, da inclusão e da coesão social, contribuindo para o desenvolvimento de políticas públicas mais eficazes e centradas nas pessoas.   Para o Instituto para os Direitos das Pessoas com Deficiência (IDiPD, I.P.), estes desenvolvimentos assumem particular relevância, por promoverem uma abordagem mais inclusiva nas áreas da habitação, da proteção social, da igualdade de oportunidades e do combate à exclusão, em linha com a Estratégia Europeia sobre os Direitos das Pessoas com Deficiência 2021-2030.   Mais informações disponíveis Aqui. The EPSCO Council, meeting on 29 June 2026 in Luxembourg, adopted a set of conclusions and promoted discussions on key topics of the European social agenda, including the fight against cyber violence against girls, access to adequate and affordable housing, the implementation of the EU Poverty Strategy, the coordination of social security systems and quality of employment. The decisions and guidelines adopted reinforce the European Union’s commitment to promoting equality, inclusion and social cohesion, contributing to the development of more effective and people-centred public policies. No dia 1 de julho, o IDiPD, I.P. promoveu um webinar dedicado à divulgação do Modelo e Manual CATL Inclusivo , no âmbito da implementação da Estratégia para os Direitos das Pessoas com Deficiência (EDPD 2026-2030). O webinar constituiu uma oportunidade para refletir sobre a promoção dos direitos das pessoas com deficiência, a inclusão e a importância de respostas comunitárias capazes de garantir a participação plena de todas as crianças e das suas famílias. Durante a sessão, a ARCIL apresentou o Modelo e o Manual CATL Inclusivo, desenvolvidos no âmbito de um projeto financiado pelo IDiPD, I.P., que disponibilizam orientações e recomendações práticas para a implementação de respostas mais inclusivas. A Universidade de Aveiro apresentou igualmente os resultados da avaliação de impacto da aplicação do modelo, evidenciando benefícios ao nível da autonomia, da participação e do bem-estar das crianças e jovens, bem como do reforço das práticas inclusivas nas organizações. Os CATL Inclusivos constituem uma resposta concreta que transforma positivamente a vida das crianças, das famílias e das comunidades. Enquanto resposta de proximidade, desempenham um papel fundamental na conciliação entre a vida familiar e profissional, contribuindo para reduzir desigualdades e prevenir situações de pobreza e exclusão social que afetam, com maior frequência, as famílias de crianças com deficiência. Simultaneamente, complementam a escola inclusiva e reforçam o ecossistema de apoio necessário ao desenvolvimento e à inclusão de todas as crianças e jovens. O webinar incluiu ainda a apresentação das oportunidades de financiamento dirigidas às Organizações Não Governamentais das Pessoas com Deficiência (ONGPD) e da Estratégia para os Direitos das Pessoas com Deficiência 2026-2030, permitindo enquadrar o Modelo CATL Inclusivo nas políticas nacionais de promoção da inclusão e da igualdade de oportunidades. A iniciativa constituiu um importante momento de partilha de conhecimento e reflexão entre os participantes, reforçando a relevância da colaboração entre entidades públicas, organizações da sociedade civil e instituições de ensino superior na construção de respostas cada vez mais inclusivas para crianças e jovens com deficiência. The webinar was an opportunity to reflect on the promotion of the rights of persons with disabilities, inclusion and the importance of community responses capable of ensuring the full participation of all children and their families. During the session, ARCIL presented the CATL Inclusive Model and Manual, developed as part of a project funded by IDiPD, I.P., which provide guidelines and practical recommendations for the implementation of more inclusive responses. The University of Aveiro also presented the results of the impact assessment of the application of the model, highlighting benefits in terms of autonomy, participation and well-being of children and young people, as well as strengthening inclusive practices in organizations. Inclusive CATLs are a concrete response that positively transforms the lives of children, families and communities. As a community-based response, they play a key role in reconciling work and family life, helping to reduce inequalities and prevent poverty and social exclusion that most often affect families of children with disabilities. At the same time, they complement inclusive schooling and strengthen the ecosystem of support needed for the development and inclusion of all children and young people. The webinar also included the presentation of funding opportunities for Non-Governmental Organisations of Persons with Disabilities (NGDOs) and the Strategy for the Rights of Persons with Disabilities 2026-2030, enabling the CATL Inclusive Model to be framed in national policies to promote inclusion and equal opportunities. The initiative was an important moment of knowledge sharing and reflection among participants, reinforcing the relevance of collaboration between public entities, civil society organisations and higher education institutions in building increasingly inclusive responses for children and young people with disabilities. A Federação Portuguesa da Formação Profissional e Emprego de Pessoas com Deficiência e Incapacidade (FORMEM) acaba de publicar, em formato de livro, os resultados finais do estudo “A SIS-A na Avaliação e Planeamento dos Apoios para a Inclusão no Emprego” conduzido, em 2025, por uma equipa de investigadores da Escola Superior de Educação do Instituto Politécnico do Porto (ESE-IPP) e da Faculdade de Motricidade Humana, da Universidade de Lisboa (FMH-UL). O estudo reúne informação técnica e metodológica sobre a aplicação da Escala de Intensidade de Apoios - versão Adultos (SIS-A) enquanto instrumento de suporte à avaliação das necessidades de apoio e do planeamento de respostas dirigidas à inclusão socioprofissional das pessoas com deficiência e incapacidade. A investigação contou com a participação de profissionais de 23 entidades ligadas à área da inclusão socioprofissional, bem como com o envolvimento de 199 pessoas com deficiência. A publicação é parte integrante do projeto “Conhecer e Monitorizar para Melhor Agir”, cofinanciado pelo Instituto para os Direitos das Pessoas com Deficiência, I.P. The Portuguese Federation of Vocational Training and Employment of Persons with Disabilities and Disabilities (FORMEM) has just published the final results of the study in book form. “SIS-A in the Evaluation and Planning of Support for Employment Inclusion” led, in 2025, by a team of researchers from the School of Education of the Polytechnic Institute of Porto (ESE-IPP) and the Faculty of Human Motricity, University of Lisbon (FMH-UL). The study gathers technical and methodological information on the application of the Support Intensity Scale - Adult Version (SIS-A) as a support tool for assessing support needs and planning responses aimed at the socio-professional inclusion of people with disabilities. The research had the participation of professionals from 23 entities related to the area of socio-professional inclusion, as well as the involvement of 199 people with disabilities. The publication is an integral part of the ‘Know and Monitor for Better Action’ project, co-financed by the Institute for the Rights of Persons with Disabilities, I.P.
